STRUCTURAL AND MAINTENANCE REPAIR WORKS – CARPHA HEADQUARTERS

1. Background
The Caribbean Public Health Agency (CARPHA) invites eligible and qualified contractors to submit quotations for Structural and Maintenance Repair Works at its Headquarters located at 16–18 Jamaica Boulevard, Federation Park, Port of Spain.
A recent structural assessment identified several age- and maintenance-related deficiencies that require timely remedial action to ensure the continued safety, integrity, and functionality of the building. The works will be undertaken in accordance with CARPHA’s procurement procedures and local building regulations.
2. Objective
The objective of this assignment is to carry out structural and maintenance repairs to address deterioration, improve durability, prevent moisture ingress and corrosion, and maintain safe occupancy conditions at the CARPHA Headquarters.
3. Scope of Works
The selected contractor will be responsible for providing all labour, materials, tools, and supervision necessary to complete the works as detailed in the attached Scope of Works, which includes but is not limited to:
- Concrete and wall repairs
- Masonry wall joint sealing
- Wall protection and moisture treatment
- Metalwork refurbishment (emergency staircase)
- Roof drainage system replacement
- Ceiling removal and replacement
- Electrical infrastructure upgrade

4. Site Visit
Interested contractors are strongly encouraged to visit the site prior to submission to assess existing conditions and clarify any technical aspects.
Scheduled Site Visits:
- Monday, 10 November 2025 – 10:00 a.m.
- Tuesday, 11 November 2025 – 10:00 a.m.
Location: CARPHA Headquarters, 16–18 Jamaica Boulevard, Federation Park, Port of Spain.
All attendees are requested to register at the CARPHA front desk upon arrival.
5. Implementation Period
The estimated duration for completion of all works is two (2) months, subject to site conditions and weather.
6. Submission Requirements
Interested contractors must submit the following:
- Company profile and proof of registration.
- Evidence of similar projects completed within the last five (5) years.
- Proposed work plan and schedule.
- Detailed cost estimate with itemized breakdown.
- Proof of valid insurance coverage.
7. Submission Deadline
Quotations must be submitted in English by email to the address below no later than Tuesday, 25 November 2025:

8. Evaluation and Award
Quotations will be evaluated in accordance with CARPHA’s Procurement Procedures. The award will be made to the contractor offering the best value for money, technical compliance, and proven capacity to complete the works within the specified timeframe.
9. Additional Information
CARPHA reserves the right to accept or reject any quotation, to cancel the procurement process, or to award parts of the works without incurring any liability or obligation to inform the affected bidders.
